New to Holland

Once you become a  masters student in any of dutch univ you can commute by train for free from your residence to college. But you can get to know all such things in detail later once u are enrolled in any program. So distance and travel cost need not be a criteria for deciding your masters course

You can just register with any of the doctor who is nearest to your house
You should have your resi permit and insurance card to register.
So you can do it as soon as you get both these cards. Let it be in your priority list.
